摘　　要：在美国对华竞争态势愈发激烈的背景下,美国对华叙事不仅集中在传统政治与安全领域,还外溢到社会发展合作领域。水资源合作作为中国参与澜湄合作机制的重要领域,也成为美国叙事策略之下的攻击目标。为了改变相关国家对中国在湄公河地区水资源合作的积极认知并阻碍中国在湄公河地区水资源合作,美国不断以新的叙事策略将叙事对象外溢到社会发展合作领域,通过增加和扩大叙事主体、打造主体相互支撑以及主题层层递进的“三角攻击链”策略以抹黑中国形象。在行动者网络视角下,美国新叙事策略主体由政府、媒体和知识精英组成。其中,政府发挥主导作用,媒体和知识精英则通过提供案例和理论进行支撑;在主题上,美国围绕人的安全、地区安全和美国安全三个层级开展叙事。新叙事策略增加了湄公河地区民众和国家对中国在该地区水资源合作的威胁认知,将美国塑造为湄公河地区水资源利益相关者,为美国及其盟友干涉地区发展事务提供了借口。In the context of the increasingly fierce competition between the U.S.and China,the narrative of the U.S.toward China not only focuses on the traditional political and security fields,but also spills over to the field of social development cooperation.Water resources cooperation,as an important part of China's participation in the Lancang-Mekong cooperation,has become a target of the U.S.narrative strategy.In order to change the positive cognition of relevant countries on China's water resources cooperation in the Mekong region and impede China from carrying out water resources cooperation projects there,the U.S.new narrative strategy expands the scope of narrative objects to development cooperation,increases and expand narrative subjects,and creates a“triangle attack chain”strategy with mutually-supporting subjects and progressive themes to tarnish China's image.From the perspective of actor-network theory,the subjects of the U.S.new narrative strategy include the government,media,and intellectual elites.Among them,the government plays the leading role,and the media and intellectual elites play supprotive role by providing cases and theories.In the themes,the U.S.conducts its narrative strategy through three levels:human security,regional security,and U.S.security.The new narrative strategy increases the perception of the people and countries in the Mekong region that China is a threat to water cooperation in the region,casts the U.S.as a stakeholder in water resources in the Mekong region,and provide opportunities for the U.S.and its allies to interfere in regional development affairs.
