多主体协同视角下竞技体育后备人才培养政策的优化路径研究

摘　　要：竞技体育后备人才培养是我国体育强国建设的重要基石。为应对资源整合效率低下、多主体协同不足等问题,该文基于内容分析法梳理了相关政策文本,探讨了举国体制、体教融合和市场化改革政策的现状与存在的问题。研究发现,举国体制下的资源配置效率有所下降,体教融合政策落实存在不均衡现象,市场化改革缺乏稳定性和有效的激励机制。据此,该文提出了多主体协同的优化路径,包括构建政策顶层设计框架、深化体教融合发展、完善市场化改革机制、推动地方创新实践以及分类适配项目政策。通过明确部门分工、优化资源整合配置、激发市场活力、因地制宜制定差异化政策措施,提升后备人才培养体系的科学性和效能。希望该文为新时代竞技体育后备人才培养政策的优化提供理论依据和实践参考。The cultivation of reserve talents in competitive sports is essential cornerstone of China's construction of a sports power.To address issues such as low efficiency in resource integration and insufficient collaboration among multiple stakeholders,this study uses content analysis to sort out relevant policy texts and explore the current situation and existing problems of national sports system,sports-education integration,and market-oriented reforms policies.Research has found that the efficiency of resource allocation under the national system has declined,there is an imbalance in the implementation of sports and education integration policies,and market-oriented reforms lack stability and effective incentive mechanisms.Based on this,the study proposes optimization paths for multi-agent collaboration,including establishing a top-level policy design framework,deepening sports-education development integration,improving market-oriented reforms mechanisms,promoting local innovation practices,and classifying and adapting project policies.By clarifying departmental division of labor,optimizing resource integration and allocation,stimulating market vitality,and formulating differentiated policy measures according to local conditions,the scientific nature and efficiency of the reserve talent cultivation system can be enhanced.This article provides theoretical basis and practical guidance for optimizing the policy of cultivating reserve talents in competitive sports in the new era.
