摘　　要：为提升粮食生产潜能和确保国家粮食安全,加快适应新型城镇化和乡村振兴战略要求,切实加强耕地保护,全力提升耕地质量,稳步拓展农业生产空间,面对传统方式下的高标准农田建设模式无法适应时代发展需求这一实践问题,亟待对高标准农田建设条件及新模式提出更高要求。针对陕西省高标准农田建设项目现状,分析目前陕西省高标准农田存在建设标准不一、建设体系不完善,农业固碳增汇理念不强,农业综合生产效能低以及建设模式与产业融合发展相矛盾等问题,明确构建陕西省高标准农田建设模式需围绕“提高设计标准,优化建设体系“”深化固碳理念,提升耕地增汇水平”以及“加快耕地质量提升建设,强化高标准农田建设效能”等方面开展,并提出以产业需求导入为目的的高标准农田建设新模式思考。为新时代陕西省高标准农田建设项目新模式和项目布局提供参考方向,持续助力农业现代化进程和乡村振兴战略的实现。In order to improve the potential of grain production and ensure the safety of national food,accelerate the strategic requirements of adapting to new urbanization and rural revitalization,effectively strengthen the protection of cultivated land,fully improve the quality of cultivated land,and steadily expand agricultural production space,in the face of the practical issue that the traditional high-standard farmland construction mode cannot meet the development needs of the times,it is urgent to put forward higher requirements for the construction conditions and new models of high-standard farmland.In response to the current status of high-standard farmland construction projects in Shaanxi Province,this paper analyzes the existing problems such as different construction standards,imperfect construction systems,weak concept of agricultural solid carbon and sink enhancement,low agricultural comprehensive production efficiency,and contradiction between the construction model and the industrial integration and development of the industry,which clarifies that the construction model of high standard farmland in Shaanxi Province must focus on“improving design standards,optimizing the construction system”,“deepening the concept of solid carbon,improving the level of cultivated land increases”,“accelerating the quality of cultivated land,strengthening the efficiency of high-standard farmland construction”,and proposing a new model of high-standard farmland construction with the purpose of industrial needs.It will provide a reference direction for the new model and project layout of the high-standard farmland construction projects in Shaanxi Province in the new era,and continue to help the realization of the process of modernization of agriculture and the strategy of rural revitalization.
