摘　　要：梳理了以社交机器人为主要载体,以计算宣传为操纵策略的网络半自动化活动,提出人工与智能的不当结合可能带来舆论操纵、网络生态恶化、群体对立与数据安全风险等信息异化现象。基于在线伪草根行动在互联网中的运用现状与深远影响,从制度、技术、平台及主体四个方面出发,构建了一个多层次、系统性、动态性与协同性的治理范式,探索网络空间共治共享的新路径。The semi-automated activities on the Internet,primarily carried out by social robots which use computational propaganda as their manipulation strategy are reviewed,and how the improper combination of human intelligence and artificial intelligence could lead to information alienation such as opinion manipulation,deterioration of the online ecosystem,group antagonism,and data security risks is discussed.Based on the current use and far-reaching impact of online Astroturfing actions,a multi-tiered,systematic,dynamic,and collaborative governance paradigm is proposed from perspectives of system,technology,platform,and stakeholder,exploring new paths for collaborative governance and shared management of cyberspace.
