流通网络布局与全国统一大市场建设——基于供需双重视角

摘　　要：优化流通节点城市布局,加快构建全国流通网络,是推进全国统一大市场建设的重要手段。为充分发挥流通产业基础性和先导性作用,国家流通网络布局政策通过以点带面的形式塑造城市流通网络,对推进全国统一大市场建设具有重要意义。以国家流通网络布局政策进行准自然实验,基于2010—2022年我国280个地级市面板数据,采用双重差分方法检验流通网络布局对全国统一大市场建设的影响效果,并从供需双重视角切入考察其作用机制。研究发现,流通网络能够通过抑制市场分割程度加快全国统一大市场建设。与区域级流通节点城市相比,国家级流通节点城市政策所形成的流通网络影响效果更强烈。异质性分析发现,流通网络产生的市场一体化效应在东部城市、中心城市、数字化发展水平高和制度性交易成本低的城市愈加明显。在需求端,流通网络通过引致消费的规模扩张效应与结构升级效应促进全国统一大市场建设。在供给端,流通网络通过提升物流链运作效率、增强供应链配置能力和促进创新链要素流动,推进全国统一大市场建设。流通网络还通过供给侧机制对需求侧产生联动强化效应。为此,应持续推进流通网络布局和优化工作,有效提振内需质量,积极培育物流链供应链创新链“三链”协同模式,充分利用数字化发展契机对流通网络赋能与改造升级,以加快全国统一大市场建设。Optimizing the layout of circulation node cities and accelerating the construction of a national circulation network are important means of promoting the construction of a unified national market.The national circulation node city policy is of great significance in promoting the construction of the national unified big market by shaping the urban circulation network in the form of point to point and giving full play to the fundamental and pioneering role of the circulation industry.Taking the pilot of national circulation node cities as a quasi-natural experiment,based on the panel data of 280 prefecture-level cities in China from 2010 to 2022,the authors adopt the double-difference method to test the effect of circulation network layout on the construction of the national unified big market,and examine the mechanism of its action from the dual perspective of supply and demand.It is found that the distribution network can accelerate the construction of national unified market by suppressing the degree of market segmentation.Compared with regional distribution node cities,the distribution network formed by the policy of national distribution node cities has a stronger effect.Heterogeneity analysis reveals that the market integration effect generated by distribution networks is more pronounced in eastern cities,central cities,cities with high levels of digital development and low institutional transaction costs.On the demand side,the circulation network promotes the construction of a national unified market through the scale expansion effect and structural upgrading effect of induced consumption:on the supply side,the circulation network promotes the construction of a national unified market by improving the operation efficiency of the logistics chain,enhancing the supply chain configuration capacity and promoting the flow of factors in the innovation chain;in particular,the circulation network will also have a linkage-enhancing effect on the demand side through the mechanism of the supply side.For this reason,we s
