地方公安院校高质量发展的路径探索

摘　　要：公安工作现代化,首先是公安人才队伍的现代化。地方公安院校是公安人才培养的主力军,因此通过有效路径实现地方公安院校高质量发展是公安工作现代化的关键。然而,地方公安院校在追求高质量发展的过程中仍面临发展体系与公安机关新质战斗力的要求尚不相称、学科基础相对薄弱、人才培养的实效有待提升等多重困境。对此,为了有效解决这些困境,实现地方公安院校高质量发展,作为地方公安院校应当:打造与新质战斗力相适应的公安高等教育高质量发展工作体系;以“三个入主流”的意识畅通行业、院、系、教师间的关系;推动学科建设的高水平发展;以协同育人为核心促进院校发展资源的有效整合;以“教学研练战”一体化为抓手推动教育教学改革;强化办学资源投入和注重有效利用。The modernization of public security work first entails the modernization of the public security talents.Local police academies are the main force in cultivating policing professionals,making the high-quality development of these institutions through effective pathways crucial to achieving modernization in public security operations.However,in pursuing high-quality development,local police academies still face multiple challenges including mismatches between their development systems and the requirements for new quality combat capabilities in public security agencies,relatively weak disciplinary foundations,and the need to enhance the practical effectiveness of talent cultivation.In this regard,to address these challenges and realize high-quality development,local police academies should adopt the following strategies:establish a high-quality development system for public security higher education aligned with new quality combat capabilities;smooth relationships across the police sector,academies,departments,and faculty with a"Three Mainstream Integrations"approach;promote high-level disciplinary development;take collaborative education as the core to promote resource integration of institutional development effectively;drive educational reform through the integration of teaching,learning,research,training,and combat;and strengthen resource investment while emphasizing efficient utilization.
