摘　　要：铸牢中华民族共同体意识是一个将政策设计、话语叙事和社会实践相结合的动态过程,有形有感有效铸牢中华民族共同体意识要求重视政策的精细化、叙事的具象化、话语的鲜活化。铸牢中华民族共同体意识的话语生产主要通过宏观、中观和微观三个层面的权力运作而得以在社会结构中具象化呈现。当前铸牢中华民族共同体意识的话语生产中存在忽视日常生活话语表述的问题,需要将自上而下的宣传教育与自下而上的自发响应相结合,将被动的政策言说和理论灌输转变为主动的情感认同和理性认知,创设有利于大众话语生成的语境氛围。具体可以通过话语内容贴合社会关切、话语叙事重视初级群体、话语呈现重视象征表达、话语传播重视全媒体运用等主要策略加强话语生产与日常生活之间的紧密联系。而习近平总书记提出的“亲诚惠容”理念可以作为铸牢中华民族共同体意识话语生产的理念遵循,通过彰显话语叙事的亲民性、真诚性、普惠性和包容性,实现铸牢中华民族共同体意识与日常生活的有效互嵌。To effectively and tangibly forge a strong sense of community for the Chinese nation,it is essential to focus on the refinement of policies,the concretization of narratives,and the discourse vividness.Therefore,optimizing the discourse production system and adjusting narrative structures are particularly crucial.The discourse production in forging this sense represents a dynamic process where the national power structure and discourse creation operate in tandem.At the macro level,national power gradually fortifies the top-level design and macro-narrative of consolidating this consciousness through leaders'speeches,policy documents,and other means.This establishes a systematic framework and standardized expressions for discourse generation.At the middle level,national power translates policy discourse into local initiative,educational curricula,cultural events,and media content through local governments,schools at all levels,and authoritative media outlets.At the micro level,national power permeates individuals'daily lives through grassroots networks such as communities,families,and new media platforms,subtly regulating individual behavior and shaping their identities.However,because this discourse production system has yet to fully incorporate public discourse,the link between the subjects of discourse production and identity construction remains weak,limiting the social manifestation of discourse production.Therefore,the discourse production for cultivating this sense of community needs to combine top-down promotional education with bottom-up spontaneous reactions.It should transform passive policy statements and theoretical indoctrination into active emotional identification and rational understanding,creating an environment conducive to generating public discourse.First,the content of this discourse must align with social concerns and respond to societal issues,especially at the micro level,where inclusiveness and a focus on the grassroots should be evident.Second,the narrative of the discourse should focus on
