摘 要:新时代党的民族工作创新发展要正确把握中华民族共同体意识和各民族意识的关系。中华民族共同体意识和各民族意识的关系协调可从中华民族五千多年文明史的演进之中探寻经验启示,得出共生、变革、可持续等关系协调原则。意识层面“多元一体”架构框定了关系协调的结构性基础,对共同性和差异性的把握则指明了关系协调的方向。以“多元”和“一体”为横轴,“共同性”和“差异性”为纵轴可以绘制两者关系协调的四象限分析框架。分析表明,以源源不断、绵绵不绝的“右上角迁移力”来实现两者关系从“多元”走向“一体”,从“差异性”走向“共同性”是其关系协调的关键。由此,基于“时空融合”方法推动两者关系从“五个共同”走向“四个与共”,基于“重叠共识”理念实现两者关系从情感共识走向利益共识最终达到价值共识,是两者关系协调的策略方案。The Chinese nation represents a national community with a long-standing history that is both endogenous and substantive,exhibiting a pattern of diversity in unity.For an innovative advancement of the Party's ethnic work in the new era,a correct comprehension of the relationship between the Chinese national community consciousness and ethnic consciousness is considered essential.Looking back on more than 5000 years of evolution history of Chinese civilization,one could discover that the basic strategies implemented by“the Great Unification”regime in the governing ethnic relations in border areas contained the principles of coordinating the Chinese national community consciousness and ethnic consciousness.The concept of“Great Unification”had always dominated the trend of the“Hua-Yi”relationship across various dynasties.Symbiosis,reform and sustainability appear to have always been the coordinating principles between the consciousness of community for the Chinese nation and individual ethnic consciousness.The characteristics of“diversity in unity”structures the coordinative relationship between the two consciousness while a correct understanding of the relationship between commonalities and differences indicates the direction of the coordinative relationship.Taking“diversity”and“unity”as the horizontal axis,and“commonality”and“difference”as the vertical axis,an ideal four-quadrant analytical framework can be constructed to manage the relationship.The key to coordinate this relationship between the two is to advance from“diversity”to“unity”and from“difference”to“commonality”with a continuous“upward and rightward migratory force.”To achieve this goal,“differences”should be respected and tolerated and the positivity and creativity of“diversity”should be fully mobilized in practical work.In addition,by coordinating the past,present,and future of the relationship between the two to achieve a“fusion of horizons”in both time and space through the collaborative
