新质生产力赋能中部地区在更高起点上崛起的机理与路径研究

摘　　要：中部地区作为中国区域协调发展的重要战略支点,其崛起对构建新发展格局具有重要意义。近年来,中部地区经济发展势头良好,产业基础明显改善,区域创新能力显著提升,对外开放水平不断提高,绿色低碳转型步伐加快,中部地区崛起已站上了一个更高起点,但仍然面临创新驱动力偏低、高能级产业支撑力不强、高端人才储备不足、开放能级不高、区域一体化进程缓慢等现实困境。新质生产力是由技术革命性突破、生产要素创新性配置、产业深度转型升级而催生的先进生产力,能从区域发展动能、产业转型升级、资源要素配置、绿色发展模式构建和开放体系完善等方面对新时代在更高起点上推动中部地区崛起起到引领带动作用。中部地区应进一步加强战略衔接,共建新质生产力战略腹地;强化科技创新,培育新质生产力核心引擎;促进产业升级,筑牢新质生产力实体根基;坚持绿色优先,厚植新质生产力生态底蕴;推动双向开放,开拓新质生产力市场空间,以新质生产力赋能中部地区在更高起点上崛起。As an important strategic pivot for coordinated regional development in China,the rise of Central China is of great significance for building a new development pattern.In recent years,Central China has shown good economic development momentum,with a significantly improved industrial base,enhanced regional innovation capabilities,continuously increasing levels of openness,and an accelerated pace of green and low-carbon transformation.The rise of Central China has reached a higher starting point,but it still faces practical difficulties such as low innovation driving force,weak support from high-energy industries,insufficient reserves of high-end talents,low levels of openness,and a slow process of regional integration.New quality productivity is an advanced productivity generated by technological revolutionary breakthroughs,innovative allocation of production factors,and deep industrial transformation and upgrading.It can play a leading and driving role in promoting the rise of Central China at a higher starting point in the new era from the aspects of regional development momentum,industrial transformation and upgrading,resource factor allocation,green development model construction,and open system improvement.Central China should further strengthen strategic linkage and jointly build a strategic hinterland for new quality productivity;strengthen technological innovation and cultivate the core engine of new quality productivity;promote industrial upgrading and build a solid foundation for new quality productivity entities;adhere to green priority and cultivate new quality productivity and ecological heritage;promote two-way opening up,explore the market space of new quality productivity,and empower Central China to rise from a higher starting point with new quality productivity.
