明朝海瑞以工代赈思想及其实践——以江南兴工救荒为例

摘　　要：海瑞不仅是明代著名的清官,还在为官期间展现出卓越的治理能力。隆庆三年,海瑞以总理粮储、提督军务兼巡抚应天等处都察院右佥都御史的身份到浙江赴任。当时江南地区发生水灾,海瑞仿照古人思想兴工救荒,很快便疏通河道并赈济灾民。他首先奏请将20万石漕粮改折白银输纳,这意味着他可以把漕粮留在当地使用。之后他利用手中特许权借用军队白银疏通水利。他的工作进展如此迅速以至于他第一份申请还未获得批示,相关水利疏通和赈济灾民工作都已经完成。海瑞任职期间的工作展现出卓越的治理能力和廉洁奉公精神,同时是以工代赈思想的成功实践。Hai Rui was a famous official with high integrity.During his tenure,he showed excellent governance capabilities.On the third year of Longqing,Hai Rui took office in Zhejiang,with the power to supervise land tax,military and local affairs.Since there was serious flood in Jiangnan Area,Hai Rui promoted famine relief by water conservancy maintenance,which quickly resulted in good river dredging and disaster relief.His method was firstly applied to the central government for changing the 200 thousand Dan(Chinese weight unit)of land grain tax specially delivered to the capital into silver,which meant that the grain could be used to local famine and work relief.Next,he used his special power to borrow the military silver for work relief.He did his work so fast and well that the related work was finished before his application was admitted by the central government.Hai Rui′s excellent work was compliant and reasonable,which showed his high efficient working ability and integrity.His work was also successful practice of his work relief thought.
