摘  要:随着人口的持续增长和城市化快速扩张,智慧城市建设已经成为顺应时代潮流、全面推进城市现代化发展的重要模式。智慧城市是城市转型与经济发展的转化器,其核心运作模式在于借助信息技术的整合能力,对城市内复杂的各类资源进行深度挖掘与高效链接,进而构建起一个高效智能的城市生态系统。低空经济作为新质生产力的典型代表,能够依托低空空间资源,深度开发并利用多元经济活动,为智慧城市建设注入强劲动能、拓展城市创新边界。当前,由于技术层面的短板、组织架构间的协同困境、环境因素的限制以及制度体系的不完善等多方面因素的综合影响,低空经济赋能智慧城市建设仍面临着应用场景广度和深度不足、企业和政府多组织协调不畅、飞行活动开展受阻、产业监管不完善、隐私保护欠缺以及居民认可度不高等方面的困境。因此,在低空经济赋能智慧城市建设的实践中需要融合数智技术与人本价值,构建资源网络与培育人才,优化空域及营造生态环境,强化设计与完善监管制度,从而全方位驱动低空经济赋能智慧城市建设,实现城市智慧跃升与可持续发展。With the continuous growth of population and the rapid expansion of urbanisation,the construction of smart cities has become an important mode to comply with the trend of the times and comprehensively promote the modernisation and development of cities.Smart city is a transformer of urban transformation and economic development,and its core mode of operation is to make use of the integration capability of information technology to conduct in-depth excavation and efficient linkage of all kinds of complex resources in the city,so as to build an efficient and intelligent urban ecosystem.As a typical representative of new quality productivity,low altitude economy can rely on low altitude space resources to develop and utilise diversified economic activities,injecting strong kinetic energy into the construction of smart cities and expanding the boundaries of urban innovation.At present,due to the combined effects of technical shortcomings,synergies between organisations,environmental constraints and imperfections in the institutional system,the construction of smart cities empowered by low altitude economy is still faced with the difficulties of insufficient application scenarios in terms of breadth and depth,poor coordination between enterprises and governmental organisations,obstacles to the development of flight activities,imperfect regulation of the industry,lack of privacy protection,and low acceptance of the inhabitants.Therefore,in the practice of low altitude economy-enabled smart city construction,it is necessary to integrate digital technology and human values,build resource networks and cultivate talents,optimise the airspace and create an ecological environment,strengthen the design and improve the regulatory system,so as to comprehensively drive the construction of a low altitude economy-enabled smart city,and to realise the wisdom of the city to leap up and achieve sustainable development.
