摘　　要：随着人工智能技术的迅速崛起,智能算法将逐渐渗透进基层社会治理的每个“毛细血管”,社区作为社会治理的微单元,势必是承接算法治理的现实载体。一方面,在智能算法的技术赋能下,社区治理共同体的精神面貌正在加速重塑,具体表现为开辟“智能空间”扩大治理范围、优化“科层结构”提升治理效能、生成“共享机制”整合治理资源、重建“社区秩序”再造治理制度;另一方面,算法治理携带的负面基因包括算法投喂、算法筛选、算法黑箱和算法崇拜,又会侵蚀社区治理共同体的公共性,如导致治理主体逐渐失去思考和判断能力、改变多元治理结构和人际关系结构、故意不透明模糊集体行动责任边界以及产生信任垄断诱发智能化官僚主义等。欲使算法治理合理内嵌至社区治理共同体内部运作,必须从“价值-技术-制度-利益”的四维框架来反思审视两者之间的逻辑理路,推动社区价值治理共同体、社区技术治理共同体、社区责任治理共同体、社区利益治理共同体的整体性建构,从而为社区治理创造更大的公共价值平台,促进共建共治共享的社会治理目标实现。With the rapid rise of artificial intelligence technology,intelligent algorithms will gradually penetrate into every"capillary"of grassroots social governance.Communities,as micro units of social governance,are bound to be the real carriers of algorithmic governance.On the one hand,with the technological empowerment of intelligent algorithms,the spiritual outlook of community governance communities is accelerating its reshaping,manifested in opening up"smart spaces"to expand the scope of governance,optimizing the"hierarchical structure"to enhance governance efficiency,generating"sharing mechanisms"to integrate governance resources,rebuilding"community order"and reconstructing governance systems;on the other hand,the negative genes carried by algorithmic governance include algorithmic feeding,algorithmic screening,algorithmic black boxes,and algorithmic worship,which can erode the public nature of community governance communities,such as causing governance subjects to gradually lose their ability to think and judge,changing diverse governance structures and interpersonal relationship structures,intentionally opaque and vague collective action responsibility boundaries,and inducing trust monopolies and intelligent bureaucracy.In order to embed algorithmic governance into the internal operation of community governance communities,it is necessary to reflect and examine the logical path between the two from the four-dimensional framework of value technology system interest,promote the overall construction of community value governance communities,community technology governance communities,community responsibility governance communities,and community interest governance communities,and create a larger public value platform for community governance,promoting the achievement of social governance goals of co construction,co governance,and sharing.
