“时间银行”互助养老模式创新路径探析

摘　　要：基于第七次全国人口普查公报,我国人口老龄化日趋严重,“未富先老”问题愈发突出,不断增多的老年群体、不断加大的养老成本成为社会发展的制约因素,在经济领域、政治领域、社会治理领域都成为绕不开的难题。如何在传统养老模式式微的背景下探索新型养老服务模式,已经成为健全和保障民生制度体系的重点问题。基于此,“时间银行”互助养老模式成为积极应对人口老龄化的有益探索,通过互惠共生让低龄老年人发挥自身价值,从而使高龄老年人的养老现状得以改善,以解决他们的生理需求、情感需求以及价值需求。“时间银行”互助养老模式以上海为试点在全国范围内广泛开展,取得了良好的实践效果,但也面临新时代的新挑战、新问题和新难题,如何更好地解决由于宣传力度不足、时间货币兑换流动机制不科学以及政策法规不健全导致的老年群体认可度不高,参与积极性不足的问题,成为“时间银行”互助养老模式可持续性发展的关键,更关乎数以亿计的老年群体的晚年幸福。Based on the results of the seventh population census,the aging of population in China is becoming more and more serious,and the problem of"getting old before getting rich"in China is becoming more and more prominent.The increasing number of elderly groups and the increasing cost of providing for the aged have become the constraints of social development,and they have become unavoidable problems in the economic,political and social governance fields.How to explore a new model of old-age service under the background of the decline of traditional old-age service model has become a key problem to improve and protect the people's livelihood system.Based on this background,the"time bank"model of mutual-aid elderly care for the elderly has become a useful exploration to actively cope with the aging population.Through mutual symbiosis,the younger elderly can play their own values,improve the status quo of the elderly,and generally solve their physiological needs,emotional needs and value needs.The"time bank"model of mutual-aid elderly care for the aged,taking Shanghai as a pilot,has been widely carried out nationwide,and has achieved good practical achievements,but it also faces new challenges,new problems and new problems in the new era.How to better solve the problems of low recognition and insufficient participation enthusiasm of the elderly groups caused by insufficient publicity,unscientific time and currency exchange flow mechanism and imperfect policies and regulations.It has become the key to the sustainable development of the"time bank"mutual support model for the elderly,and it is also related to the happiness of hundreds of millions of elderly people in their later years.
