摘　　要：开发活动对海洋的依赖程度将是我国未来海岸带用途管制需要考虑的重要因素。针对我国城市海岸带滨水区空间用途管制的迫切需求,分析美国波特兰基于开发用途滨水优先等级思想下的滨水区规划与管理实践历程,从空间分区、管控政策两个方面梳理其现行滨水区治理框架,并归纳了波特兰滨水区治理在资源用途清查、弹性分区管控、利益相关者参与、政策落实传导等方面的经验。最后,对我国沿海城市海岸带滨水空间管控提出政策启示与建议。The dependence of development activities on the ocean will be an important lactor to be considered in luture coastal zone use regulation in China.In response to the urgent need for spatial use regulation of city coastal waterIront in China,this paper analyzes the planning andmanagement practices of waterIront areas in Portland,USA,based on the concept of waterlrontuse hierarchy.lt examines the current governance framework of waterfront areas Irom two as-pects:spatial zoning and regulatory policies.Additionally,it summarizes Portland's experiences.in waterfront governance regarding resource use inventory,ilexible zoning control,stakeholderparticipation,and policy implementation.Finally.policy insights and recommendations are pro-posed for the spatial control of China's coastal and waterlront areas.
