海洋生态环境治理能力的影响因素分析——基于浙江舟山数据的结构方程模型研究

摘　　要：文章基于对浙江省舟山市所属县(区)政府、涉海企业、非政府组织以及公众进行问卷调查的数据,运用结构方程模型考察了海洋生态环境治理能力涵盖的综合决策强度、政策执行力度、区域协调效能、社会共治水平4个要素与海洋生态环境状况的关系。研究表明:海洋生态环境治理综合决策强度、政策执行力度均和海洋生态环境状况有着显著正向关系;区域协调效能、社会共治水平与海洋生态环境状况缺乏显著直接正向关联;综合决策强度和政策执行力度与区域协调效能、社会共治水平有显著正向关系;区域协调效能在综合决策强度、政策执行力度与海洋生态环境状况之间的中介作用显著;社会共治水平在综合决策强度、政策执行力度与海洋生态环境状况之间的中介作用不显著。基于此,提出政府需要制定详细的海洋生态环境保护计划,完善各项监管指标,强化相同区域有关管理部门协调治理以及跨区域的联动治理,保障社会公众、非政府组织对海洋环境保护的知情权、参与权以及监督权等相应对策建议。Based on questionnaire survey data from county and district governments,marine en-terprises,non-profit organizations,and the public in Zhoushan City,Zhejiang Province.Usingstructural equation modeling,it examines the relationship between the four factors of marine ec-ological environment governance capacity,including comprehensive decision-making intensit y,policy implementation strength,regional coordination efficiency,social co-governance level,andthe status of marine ecological environment.Research has shown that there is a significant posi-tive relationship between the comprehensive decision-making intensity and policy implementation strength of marine ecological environment governance and the condition of marine ecological environ-ment;Lack of significant direct positive correlation between the effectiveness of regional coordi-nation,the level of social co-governance and marine ecological environment status;There is asignificant positive relationship between intensity of comprehensive decision-making and policyimplementation,the effectiveness of regional coordination and the level of social co-governance;Regional coordination efficiency plays a significant mediating role between comprehensive deci-sion-making intensity,policy implementation intensity and marine ecological environmentstatus;The level of social co-governance has no significant mediating effect between comprehen-sive decision-making intensity,policy implementation intensity and marine ecological environ-ment status.Based on this,in order to improve the governance capacity of China's marine eco-logical environment,the government needs to formulate detailed marine ecological environmentprotection plans,improve various regulatory indicators,strengthen the coordination and gov-ernance of relevant management departments in the same region,as well as cross regional linkagegovernance,and ensure the corresponding countermeasures and suggestions of the public and non-gov-ernmental organizations to know,participate,and supervise the protection of the mar
