天津现代海洋城市建设水平测度和障碍因子分析

摘　　要：文章根据新发展理念以及世界领先海事之都评价标准,从高新技术性、开放一体性、资源价值性、空间联动性、生态多元性和社会可持续性6个维度建立了现代海洋城市评价指标体系,测度了2006—2020年天津现代海洋城市建设水平并诊断不同发展时期的障碍因子。研究结果表明,研究期间天津现代海洋城市建设水平综合得分上升较为明显,各维度发展趋势有所差距;不同时期的支撑要素不断变化,前期主要为资源要素和空间要素,后期为社会要素和生态要素;前期的障碍因子较分散,中期的障碍因子集中在生态多元性、社会可持续性和资源价值性维度上,后期的障碍因子主要集中在开放一体性和高新科技性等维度,应结合不同时期的具体发展问题对症治理,推进天津现代海洋城市的建设与发展。Based on the new development concept and the evaluation criteria of the Leading Mari-time Capitals of the World,this paper establishes an evaluation index system of modern oceancities from six dimensions:high technology,open integration,resource value,spatial linkage,ecological diversity and social sustainability,measures the construction level of Tianjin modernocean city from 2006 to 2020 and diagnoses the obstacle factors in different development periods.The empirical results show that the overall score of Tianjin modern marine city construction in-creased significantly during the study period,and the development trend of each dimension wasdifferent.The supporting elements vary at different time,resource factors and spatial factors inthe early stage,while social factors and ecological factors in the later stage.In the early stage,the main obstacle factors are distributed in different dimensions;in the middle stage,the obsta-cle factors are concentrated in ecologicaldiversity,social sustainability and resource value;in thelater stage,the obstacle factors are mainly concentrated in open integration and high technology.Therefore,Tianjin should address the specific development challenges of different periods withtargeted measures,in order to advance the construction and development of Tianjin modern o-cean city.
