公益类社会组织国际化进展与合作模式的未来走向

摘　　要：修改后的《中华人民共和国慈善法》第一百零二条规定“国家鼓励开展慈善国际交流与合作”,为中国公益慈善组织“走出去”提供了法律依据,为公益慈善国际化提供了法律保障。文章选择不同区域的公益类社会组织在国际交流、国际合作以及“走出去”过程中的社会实践和国际行动,从国际化的进展概况和影响力两大维度进行了分析,提出了中国公益类社会组织走出去的5大合作模式的未来走向,包括战略思维系统化、合作模式国际化、项目运作数字化、联动机制常态化和人力资源专业化,并且需要提供一个实践先行的研究导向。Article 102 of the amended Charity Law of the People's Republic of China stipulates that“The state encourages international charitable exchanges and cooperation”,providing a legal basis for Chinese public welfare and charity organizations to“going global”and ensuring legal protection for the internationalization of charity.This paper examines the social practices and international actions of public welfare organizations in different regions during their international exchanges,cooperation,and the process of“going global”.It analyzes them from two dimensions:the progress and its influence of internationalization.Based on the analysis,it proposes five future directions for the international expansion of Chinese public welfare organizations,including the systematization of strategic thinking,the internationalization of cooperation models,the digitalization of project operations,the normalization of linkage mechanisms,and the professionalization of human resources.What's more,it needs to provide a practice-first research orientation.
