摘　　要：随着新一轮科技革命与产业变革的深入发展,强化高校原始创新能力、提升科研成果转化效能,已经成为赋能新质生产力发展的时代必答题。我国高校科技成果转化制度改革在推进中国式现代化进程中取得了显著成效,形成了独具特色的实践路径,但仍面临科研人员的成果转化意识尚未普遍建立、具有转化价值的高质量专利储备不足、政策体系的协同性与执行力度有待提升、市场需求与产业发展之间的衔接机制不够畅通等问题。故亟须体系化协调各级政策的落实,强化高校科技成果转化全链条发展;营造“政产学研用”生态系统,加强实现产业化源头供给;强化高校科技成果转化制度体系化改革,形成新质生产力合力;建立人才、服务、耐心资本一体化机制,打造全链条的支撑体系。通过系统化、协同化的改革举措,真正释放高校科技创新活力,推动新质生产力高质量发展。With the deepening development of a new round of technological revolution and industrial transformation, strengthening the original innovation capability of universities and improving the efficiency of scientific research results transformation have become essential questions in empowering the development of new quality productive forces. The reform of the system of transformation of scientific and technological achievements in China's colleges and universities has achieved remarkable results in the process of promoting Chinese path to modernization, and has formed a unique practical path. However, it still faces problems such as the lack of universally established awareness of transformation of scientific researchers' achievements, insufficient high-quality patent reserves with transformation value, the need to improve the synergy and implementation of the policy system, and the lack of smooth connection mechanism between market demand and industrial development. Therefore, it is urgent to systematize and coordinate the implementation of policies at all levels, and strengthen the full chain development of the transformation of scientific and technological achievements in universities;create an ecosystem of “government, industry,academia, research, and application”, and strengthen the supply of industrialization at the source;strengthen the systematic reform of the system for the transformation of scientific and technological achievements in universities, and form a joint force of new quality productive forces;establish an integrated mechanism for talent, service, and patient funding, and build a support system for the entire chain. By implementing systematic and collaborative reform measures, we can truly unleash the vitality of scientific and technological innovation in universities and promote the high-quality development of new quality productive forces.
