摘　　要：中国环保产业处理标准不断升级变化,项目投融资从BOT模式、PPP模式发展到EOD模式。EOD模式的出现,为环保领域高质量发展提供了新的经济方式。以北方某市采煤塌陷区为例,因地制宜策划相应的治理模式和生态保护修复,将采煤塌陷区内各类相关资源充分利用,吸引社会资本和金融机构共同参与,解决财政资金短缺瓶颈,实现项目反哺端与收益端的自平衡。希望通过对案例的深度剖析,以策划为引领、产业为核心,促进环保产业高质量发展。The processing standards of China's environmental protection industry are constantly upgrading and changing,and project investment and financing have developed from BOT mode,PPP mode to EOD mode.The emergence of EOD mode provides a new economic approach for high-quality development in the field of environmental protection.Taking the coal mining subsidence area in a northern city as an example,corresponding governance models and ecological protection restoration are planned according to local conditions,fully utilizing various related resources in the coal mining subsidence area,attracting social capital and financial institutions to participate together,solving the bottleneck of financial funding shortage,and achieving a self-balance between project feedback and revenue.It is hoped that through the in-depth analysis of the case,with planning as the guide and industry as the core,the high-quality development of the environmental protection industry will be promoted.
