双层委托代理视角下“社区+物业+养老服务”的激励机制分析

摘　　要：目前我国老龄化加剧,政府养老压力增大,我国尝试探索“社区+物业+养老服务”模式。为了提高养老服务质量,缓解政府养老负担,通过构建双层委托代理模型,研究养老服务过程中物业服务企业和老年人的养老服务激励设计问题,并进行了数值模拟。研究结果表明,物业服务企业的努力程度与激励正相关,与物业服务企业的努力成本负相关,物业服务企业倾向于对激励高的服务付出更大的努力程度;社区给予物业服务企业的产出分享比例以及监督收入系数与物业服务企业的服务能力成正比;社区的监督强度与产出的分配比例成反比,与物业服务企业的努力程度成正比。在养老服务中,物业服务企业要加强自身服务能力建设,社区要加强对物业服务企业的监督管理,共同完善养老服务激励机制。Currently,China′s aging population is intensifying,and the pressure on the government to provide elderly care is increasing.China is trying to explore the"community+property+elderly care"service model.In order to improve the quality of elderly care services and alleviate the government's burden on elderly care,a two-layer principal-agent model was constructed to study the incentive design of elderly care services for property service enterprises and the elderly in the process of elderly care services,and numerical simulations were conducted.The results indicate that the effort level of property service enterprises is positively correlated with incentives,and negatively correlated with the effort cost of property service enterprises.Property service enterprises tend to put in greater effort for services with higher incentives;the output sharing ratio and supervision income coefficient provided by the community to property service enterprises are directly proportional to their service capabilities;the intensity of community supervision is inversely proportional to the proportion of output sharing,and directly proportional to the level of effort of property service enterprises.In elderly care service,property service enterprises should strengthen their own service capacity building,and communities should increase their supervision and management of property service enterprises to jointly improve elderly care service.
