中印共建周边命运共同体的现状、挑战与路径

摘　　要：推进周边命运共同体理念的核心,在于经历一个从构建周边利益共同体、安全共同体到最终构建周边命运共同体的逐步深化过程。中印作为亚洲重要的发展中大国,双边关系的发展对于构建周边命运共同体至关重要。印度在经济、军事及人文领域快速崛起,为加强中印关系带来了新机遇,但同时双方也在经贸、安全及人文交流上存在贸易保护主义、边界争议、安全战略分歧和认知差异等问题。在中印关系逐步缓和的新背景下,中印两国需依托“全球发展倡议”“全球安全倡议”及“全球文明倡议”,通过政策协同、务实合作及人文交流等策略,共同推进周边命运共同体的构建,为亚洲乃至世界和平、稳定与发展贡献力量。The core of advancing the concept of a community with a shared future among neighboring countries lies in a gradual deepening process-beginning with the formation of a community of shared interests and a security community and ultimately evolving into a community with a shared future.As two major developing nations in Asia the trajectory of China-India ties is crucial to constructing this regional community.India'srapid rise in the economic military and cultural spheres has created new opportunities for China-India relations while also presenting challenges.Specifically issues such as trade protectionism border disputes divergences in security strategies and differences in perceptions have complicated trade security and cultural exchanges between the two countries.Against the backdrop of gradually easing tensions in China-India relations in the new era both nations should leverage theGlobal Development InitiativeGlobal Security Initiative andGlobal Civilization Initiative to jointly advance the building of a community with a shared future among neighboring countries through policy coordination pragmatic cooperation and enhanced cultural exchanges thereby contributing to peace stability and development in Asia and beyond.
