摘  要:南亚各国光伏发电市场的高涨需求与中国光伏企业探寻产业链海外重构的态势具有高度的契合性。研究中国与南亚国家共同推动光伏产能合作的有效路径,对于加强高质量共建“一带一路”绿色发展和有效排除美国“印太战略绿色联盟”的各种干扰因素,具有重要的现实意义。本文通过梳理美国“印太战略绿色联盟”的构建意图和规划布局,系统剖析了其对中国与南亚国家光伏产能合作的多维度影响因素,认为大力推进中国与南亚国家光伏产能合作,需要采取落实绿色投资发展框架、制定光伏技术规范体系、建立区域合作新规则、推广绿色共建新理念等方面的应对策略和具体措施。The surging demand in the photovoltaic PV power generation markets of South Asian countries and the trend of Chinese PV enterprises exploring overseas restructuring of industrial chains demonstrate high compatibility.Research on effective pathways for China and South Asian nations to jointly promote PV capacity cooperation holds urgent and practical significance for strengthening the green development of high-qualitythe Belt and Road Initiative cooperation and effectively counteracting the disruptive factors of thendo-Pacific Strategy Green Alliance.This paper deconstructs the construction intentions and strategic layout of theIndo-Pacific Strategy Green Alliance analyzes the current status of PV trade and capacity cooperation between China and South Asian countries and employs to examine the multi-dimensional influencing factors of the alliance on China-South Asia PV collaboration.It proposes that advancing PV capacity cooperation requires implementing countermeasures and specific measures across four key areas establishing a green investment development framework formulating PV technical standard systems creating regional cooperation rules and promoting green co-construction concepts.
