摘　　要：习近平总书记强调,必须坚持人民至上,从人民整体利益、根本利益、长远利益出发谋划和推进改革。这要求改革决策以问计于民为基础,改革推进以激发社会活力为路径,改革突破以解决民生痛点堵点为关键,改革成果以惠及全体人民为归属。坚持人民至上深刻揭示了中国共产党的初心使命、性质宗旨、信仰信念,集中展现了改革开放整个历史进程的鲜明价值追求,也充分彰显了新征程上进一步全面深化改革的逻辑起点、推进动力和价值底蕴。General Secretary Xi Jinping emphasizes that we must put the people first,and the overall,fundamental and long-term interests of the people are the basis for planning and advancing reform.This requires that reform and making policy must be based on seeking advice from the people,the promotion of reform should take stimulating social vitality as the path,the breakthrough of reform should focus on solving the pain points and blockages of people's livelihood,and the achievements of reform should be attributed to benefiting all the people.Adhering to the principle of putting the people first profoundly reveals the original aspiration,mission,nature,purpose,and belief of the Communist Party of China,highlights the distinctive value pursuit of the entire historical process of reform and opening up,and fully demonstrates the logical starting point,driving force,and value legacy of further deepening reform comprehensively on the new journey.
