摘　　要：随着治理重心不断下移,小区逐渐成为一级治理单元,在基层社会治理中发挥重要作用。基于结构功能主义,构建小区治理体系的“权利(力)—结构—功能”整合性分析框架,通过对作为治理单元的社区、网格与小区进行比较,发现小区成为完整自治单元并实现小区治理体系顺畅可持续运转具有理论与实践上的应然优势。然而,小区治理体系运转面临着多元主体缺乏统合、自治机制运行不畅、公共事务治理边界模糊以及多元主体情感认同匮乏等现实难题。需要以“完整治理”优化小区治理体系结构与治理功能,建构“属地”责任组织体系,优化小区居民自治运转体系,明确多元主体事务治理边界,塑造多元主体小区情感认同,真正“做实小区”。As the focus of governance continues to shift downward,residential communities havegradually become primary governance units,playing a significant role in grassroots social governance.Based on structural functionalism,an integrated analytical framework of“rights/power-structure-function”for residential community governance systems is constructed.By comparing communities,grids,and residential communities as governance units,it is found that residential communities,as complete autonomous units,possess theoretical and practical advantages for achieving smooth and sustainable operation of their governance systems.However,the operation of governance systems of residential community faces practical challenges such as the lack of integration among multiple subjects,ineffective autonomous mechanisms,ambiguous governance boundaries for public affairs,and insufficient emotional identification among multiple subjects.It is necessary to optimize the structure and governance functions of governance systems of residential community through“complete governance”,establish a“territorial”responsibility organization system,improve the operational system of residents'self-governance,clarify the governance boundary of multi-subject affairs,and foster emotional identification of multi-subject communities,thereby truly“making the residential community an entity”.
