摘　　要：发展新质生产力是推动高质量发展的重要着力点,是进一步全面深化改革、推进中国式现代化的关键动力,也是坚持做大“蛋糕”与扎实推动共同富裕的物质支撑。西部地区因地制宜发展新质生产力,是做大“蛋糕”与分好“蛋糕”、扎实推动全体人民共同富裕的现实举措。新质生产力的科学内涵与共同富裕的本质要求具有内在统一性,西部地区因地制宜发展新质生产力助推共同富裕,是在坚持马克思主义生产力与生产关系辩证统一的基本原理、社会主义本质论、科学技术是第一生产力中得到的方法论启示。针对西部地区面临新型要素供给水平不高、以科技为引领的现代化产业体系尚未形成、城乡融合发展程度相对较低等现实问题,需要运用因地制宜发展新质生产力的方法论,从夯实发展基础、增强载体支撑、深化体制改革和建立保障机制等四方面,探索实现全体人民共同富裕的实践路径。Developing new quality productive forces is a key focus for promoting high-quality development,the critical driving force for further comprehensively deepening the reform and advancing Chinese-style modernization,and also the material support for firmly expanding the“pie”and solidly promoting the common prosperity.Developing new quality productive forces in western regions according to local conditions is a practical measure to expand the“pie”,distribute it fairly,and solidly advance the common prosperity for all people.The scientific connotation of new quality productive forces and the essential requirements for common prosperity have an inherent unity.Developing new quality productive forces in western regions according to local conditions to promote the common prosperity is methodologically inspired by adhering to the basic principle of the dialectical unity between productive forces and production relations in Marxism,the theory of the essence of socialism,the important assertion that science and technology are the primary productive forces,and Xi Jinping’s significant discourse on new quality productive forces.In response to the practical issues faced by the western region,such as low levels of new element supply,the lack of a modern industrial system led by sci-tech,and relatively low degrees of urban-rural integration,it is necessary to apply the methodology of developing new quality productive forces in a location-specific manner in exploring practical paths to achieve common prosperity for all people from the four aspects of consolidating the foundation for development,enhancing carrier support,deepening institutional reforms,and establishing guarantee mechanisms.
