摘 要:在深化文化体制改革、推动国有文化企业实现社会效益与经济效益相统一的政策背景下,现有社会效益评价体系因行业类型不同,考核评价指标存在较大的差异性,且无法进行横向比较。文章通过对比分析已颁布的不同行业类别的国有文化企业社会效益评价的文件,发现其共同存在缺乏行业类评价指标、文化贸易评价指标不受重视、受众方的评价被忽略等问题。为了使国有文化企业社会效益评价更具科学性和可行性,文章通过层次分析法构建全新的国有文化企业社会效益评价指标体系,并在此基础上,运用分解归类法,对现有国有文化企业社会效益评价指标体系的类别和权重进行比较分析,指出其中的不足,并给出进一步优化的建议。Under the policy background of deepening the cultural system reform and advancing the integration of social and economic benefits in state-owned cultural enterprises,the current social benefit evaluation systems exhibit significant disparities in evaluation indicators across different industries,hindering cross-sectoral comparability.Through a comparative analysis of existing evaluation documents for state-owned cultural enterprises across different industries,this study identifies common deficiencies,including the lack of industry-specific evaluation indicators,insufficient emphasis on cultural trade evaluation criteria,and the neglect of audience feedback mechanisms.To enhance the scientific rigor and feasibility of social benefit evaluation in state-owned cultural enterprises,a novel evaluation index system is constructed using the Analytic Hierarchy Process(AHP).Building on this framework,the decomposition and classification method is applied to comparatively analyze the categories and weight distributions of existing evaluation systems,point out the deficiency,and put forward recommendations for further improvement.
