我国省域公共图书馆服务能力的定量测度及影响因素研究

摘　　要：公共图书馆在促进文化繁荣、推动全民阅读、增强社会凝聚力等精神文明方面发挥着不可替代的作用。文章从资源整合和服务效果两个角度构建了五个维度23个具体指标的省域公共图书馆服务能力评价指标体系。测度结果表明:(1)2012—2022年各省市公共图书馆服务能力及各维度得分呈现出明显的持续上升趋势,且存在较大的地区异质性。(2)2012—2022年公共图书馆服务承载度随着时间逐年下降,人口大省公共图书馆服务需求相对供给较多,服务承载压力大。(3)公共图书馆服务能力主要受到基础投入服务和人力资源两种因素的影响。最后文章提出提升我国省域公共图书馆服务能力的对策:提高财政支持力度,推动公共图书馆实体文献资源与线上数字资源整合与优化,加强地域特色文献资源交互共享,提升从业人员综合素养。Public libraries play an irreplaceable role in promoting cultural prosperity,promoting national reading,enhancing social cohesion and other aspects of spiritual civilization.The article constructs a provincial public library service capability evaluation system with five dimensions and 23 specific indicators from the perspectives of resource integration and service effectiveness.The measurement results indicate that:(1)The service capabilities and scores of public libraries in various provinces and cities show a clear and continuous upward trend from 2012 to 2022,with significant regional heterogeneity.(2)The service carrying capacity of public libraries has been decreasing year by year from 2012 to 2022,and the demand for public library services in populous provinces is relatively high,resulting in high service carrying pressure.(3)The service capacity of public libraries is mainly influenced by basic investment services and human resource factors.Finally,the article proposes countermeasures to enhance the service capabilities of provincial public libraries:increasing relevant financial support,promoting the integration and optimization of physical literature resources and online digital resources in public libraries,strengthening the sharing and interaction of regional characteristic literature resources,and improving the comprehensive quality of practitioners.
