摘 要:根据目前浙江省电磁辐射源运行现状和电磁辐射监测面临的形势,在分析电磁辐射环境自动监测系统应用性及必要性的基础上,对电磁辐射自动监测技术要求、点位布设等进行了探索。以某点位输变电工程2020年10月至2021年9月共12个月63178个电磁辐射环境自动监测数据的12个月度工频电场和工频磁场算术平均值和某点位移动通信基站2020年10月至2021年9月共12个月57289个电磁辐射环境自动监测数据的12个月度任意连续6分钟内射频电场方均根值为示例,充分展现了自动监测系统的优越性:(1)自动监测系统可靠的数据采集与传输机制、智能的数据分析与算法处理系统,顺应了电磁辐射监测现代化、自动化、数字化发展的时代大势,有助于构建美丽浙江数字化治理体系、打造浙江数字生态文明。(2)自动监测系统将电磁辐射监测数据汇集至全省统一公共数据平台,为浙江省内电磁辐射环境污染预测预报、污染影响评价、电磁辐射空间传播模式研究、生态环境执法和电磁辐射环境管理等工作提供更智能、高效的决策。(3)自动监测网络还可以及时发现潜在的问题、故障及数据异常情况,并发出预警预报通知,科学化解浙江省“新基建”项目建设与运营过程中所产生的信访投诉,完善电磁辐射生态环境全要素态势感知,推动电磁辐射环境监测领域治理体系和治理能力现代化深度融合,成为电磁辐射污染源保护的重要技术支撑。According to the current operation status of electromagnetic radiation sources in Zhejiang Province and the situation faced in electromagnetic radiation monitoring,this paper explores the technical requirements of electromagnetic radiation automatic monitoring and the point layout on the basis of analyzing the applicability and necessity of the automatic monitoring system of electromagnetic radiation environment.Taking the 12-month arithmetical mean values of power frequency electric field and power frequency magnetic field of 63178 electromagnetic radiation environment automatic monitoring data of the power transmission and transformation project at a certain point from October 2020 to September 2021,and the 12-month root mean square value of radio frequency electric field within any continuous 6 min of 57289 electromagnetic radiation environment automatic monitoring data from a mobile communication base station at a certain point from October 2020 to September 2021 as examples,this paper fully demonstrates the superiority of the automatic monitoring system.(1)The reliable data acquisition and transmission mechanism of the automatic monitoring system and the intelligent data analysis and algorithm processing system comply with the trend of the times in the modernization,automation and digitalization of electromagnetic radiation monitoring.This is helpful for building a digital governance system and creating a digital ecological civilization in Zhejiang Province.(2)The automatic monitoring system collects electromagnetic radiation monitoring data into the unified public data platform of the whole province,providing more intelligent and efficient decision-makings for the prediction and forecast of electromagnetic radiation environment pollution,pollution impact assessment,research on the spatial propagation mode of electromagnetic radiation,ecological environment law enforcement and electromagnetic radiation environment management in Zhejiang Province.(3)The automatic monitoring network can promptly detect potenti
