百年变局下开辟全球化新局与中国贡献

摘　　要：全球化由多种因素促成,不同阶段的全球化呈现不同的特点,全球化在起伏中前行。百年变局下,美西方所主导的单极霸权全球化逐渐式微,逆全球化大行其道,对全球经济产生前所未有的冲击。技术鸿沟屏蔽的全球化暴利效应减弱,规则治理体系不能与时俱进等,共同引发美式全球化难以为继,为确保对世界秩序的垄断与霸权,美国对存量全球化进行修正,以维持其霸权地位。当前,存量全球化与增量全球化处于激烈博弈中。长期看,国际社会开始全面审视美式发展实践、全球南方赋能、人类安全共同体构建三大不可逆转利好趋势加速累积,为构建以人类命运共同体为价值追求的全球化新局,带来有利的外部环境和发展动力。以服务人民为中心的全球化新局,在百年变局中将发生质的体系性变革,中国将在全球化新局构建中发挥重大作用。Globalization is driven by multiple factors,and different stages of globalization exhibit distinct characteristics,with globalization advancing amidst fluctuations.Amidst the century-long changes,the unipolar hegemonic globalization led by the West,particularly the United States,is gradually declining,while de-globalization is prevalent,posing unprecedented impacts on the global economy.The exorbitant profits derived from globalization,shielded by the technology gap,are diminishing,and the rule-based governance system has failed to keep pace with the times,collectively contributing to the unsustainability of American-style globalization.To maintain its monopoly and hegemony over the world order,the United States is revising the existing globalization framework to preserve its hegemonic position.Currently,there is a fierce contest between the existing globalization framework and the emerging forms of globalization.In the long run,the international community has begun to comprehensively examine the irreversible and beneficial trends of the three major accumulations:the practice of American-style development,the empowerment of the Global South,and the construction of a community of human security.These trends provide a favorable external environment and development impetus for constructing a new landscape of globalization that pursues the value of a community with a shared future for mankind.Centered on serving the people,the new landscape of globalization will undergo qualitative and systemic transformations amidst the century-long changes,and China will play a significant role in shaping this new globalization landscape.
