以共建“一带一路”提升制度型开放水平

摘　　要：“一带一路”建设是我国在新的历史条件下扩大高水平开放的战略举措,也是我国稳步推进从商品和要素流动型开放向制度型开放转变的重要抓手。制度型开放不仅强调同国际高标准规则的对接,即规则的“引进来”,还包括对外输出中国标准,即规则的“走出去”。共建“一带一路”不仅是我国拓展更高水平开放空间的重要平台,也可以为我国制度型开放提供广阔的试验田,从而助力提升我国的国际话语权。当前,以共建“一带一路”提升我国制度型开放水平,仍面临经济合作内容和形式不够丰富、与沿线国家合作机制尚待优化等挑战。要推动生产要素流动,全面夯实制度型开放的经济基础;抓好常态化机制建设,不断深化与沿线国家合作机制的内涵;搞好开放试点,有针对性地开展制度型开放压力测试;聚焦全球治理体系变革,加强与沿线国家在维护多边贸易体系中的合作。The Belt and Road Initiative(BRI)construction is a strategic move by China to expand high-level opening-up under new historical conditions and a crucial means for China to steadily transition from trade and factor mobility-based openness to institutional openness.Institutional openness not only emphasizes alignment with international high-standard rules,i.e.,the“import”of rules,but also includes the export of Chinese standards,i.e.,the“export”of rules.The joint construction of the BRI is not only an important platform for China to expand higher-level opening-up but also a vast experimental field for China’s institutional openness,thereby helping to enhance China’s international discourse power.Currently,using the joint construction of the BRI to elevate China’s institutional openness still faces challenges such as insufficient economic cooperation content and forms,as well as the need to optimize cooperation mechanisms with countries along the routes.To address these challenges,it is essential to promote the flow of production factors and comprehensively consolidate the economic foundation for institutional openness;focus on the construction of regularized mechanisms to continuously deepen the connotations of cooperation mechanisms with countries along the routes;conduct open pilot projects and carry out targeted institutional openness stress tests;concentrate on the reform of the global governance system and strengthen cooperation with countries along the routes in safeguarding the multilateral trading system.
