教育科技人才一体助力高水平开放的机制与路径

摘　　要：教育、科技和人才“三位一体”通过扩大市场开放范围、拓宽贸易开放领域、深化制度开放层次三个维度,助力高水平对外开放。其作用机制涵盖要素协同、创新驱动、产业融合三个维度,三者在微观要素配置、中观产业跃迁与宏观规则重构层面共同发力,构建起开放型经济发展的内生动力体系。当前,教育、科技、人才“三位一体”助力高水平对外开放面临制度性障碍的制约效应、要素配置的结构性矛盾、国际竞争场域的多重约束等现实挑战,对此,应以创新制度供给体系构建协同治理新范式、以优化要素配置机制释放协同创新新动能、以健全风险防控体系筑牢开放发展新防线等实践路径,推动教育、科技、人才“三位一体”助力高水平对外开放。Education,technology and talent,as an integrated trinity,contribute to high-level opening-up by expanding the scope of market openness,broadening the fields of trade openness,and deepening the levels of institutional openness.Its mechanism of action encompasses three dimensions:factor synergy,innovation drive and industrial integration,which jointly exert their influence at the micro level of factor allocation,the meso level of industrial transition and the macro level of rule reconstruction,thereby establishing an endogenous dynamic system for the development of an open economy.Currently,the integrated trinity of education,technology and talent faces practical challenges in promoting high-level opening-up,including the constraining effects of institutional barriers,structural contradictions in factor allocation and multiple constraints in the international competitive landscape.In response,practical pathways such as constructing a new paradigm of collaborative governance through innovative institutional supply systems,unleashing new kinetic energy for collaborative innovation by optimizing factor allocation mechanisms,and strengthening the new line of defense for open development by improving the risk prevention and control system should be adopted to promote the integrated trinity of education,technology,and talent in supporting high-level opening-up.
