摘　　要：气候变化引发的气候风险对发展合作的效果具有重大影响。为应对气候变化的影响,推动实现碳中和,世界银行在融资理念和政策制定中高度关注发展合作与气候变化的关联性,并通过在长期发展实践中确立的行政管理体制,将借款国发展与应对气候变化议题纳入其全球行政空间,借助编制借款国发展与气候报告、“以人为中心”的评估方法、与《巴黎协定》的规定相一致等工具对借款国的行为进行调整。基于此世界银行将其管理的主体范围由国家拓展到借款国国内金融机构、企业甚至公民个人,加深了对借款国国内事务的介入;管理的实施保障机制促进了后《巴黎协定》时代气候治理的软法硬化;创设的融资标准为全球绿色基础设施投融资提供了规范来源。Climate risks stemming from climate change significantly affect the efficacy of development cooperation.To counter the impact of climate change and foster carbon neutrality,the World Bank places substantial emphasis on the nexus between development cooperation and climate change in its financing concepts and policy formulation.It incorporates the development and climate change concerns of borrowing countries into its global administrative purview through the administrative systems established during long-term development practices.Leveraging tools like the preparation of borrowing countries’development and climate reports,“people-centered”assessment methodologies,and alignment with the provisions of the Paris Agreement,the World Bank can influence the behaviors of borrowing countries.Consequently,the World Bank has extended its management scope from countries to domestic financial institutions,enterprises,and even individual citizens within borrowing countries,intensifying its intervention in the internal affairs of borrowing countries.The implementation guarantee mechanism for climate management has propelled the“hardening”of soft law in climate governance in the post-Paris Agreement era.Moreover,the financing standards it has developed offer a normative basis for global green infrastructure investment and financing.
