技术成熟度视阈下“双碳”关键性技术分类及激励机制研究——以IEA清洁技术数据库为例

摘  要:“双碳战略”是科技、经济、社会、环境的高度协同过程。高度复杂性决定了单独以某种技术很难驱动如此宏伟的目标,因此需构建多能融合的技术体系。依据国际能源署技术数据库,对影响双碳战略的444项关键技术进行分析后发现,在全球研究范围内,降碳是最重要的研究方向,其所包含的关键技术约占全体清洁技术总量的69%,而零碳与负碳方向比重为31%。在双碳关键技术上,概念型技术占比33%,示范型技术占比31%,成熟型技术占比36%。在技术成熟度上,总体上降碳方向技术成熟度最高,负碳方向技术成熟度最低,零碳方向居于两者之间。为此,依据技术成熟度,创建多层次激励机制,解决激励主体与创新主体的信息不对称,提升科技创新在“双碳战略”中的支撑度。The dual-carbon strategy represents a highly synergistic process that integrates technology,economy,society,and the environment.Owing to its extreme complexity,it is arduous to rely solely on a single technology to accomplish such an ambitious objective.Thus,the establishment of a multi-energy integrated technological system becomes imperative.This article,based on the International Energy Agency(IEA)technology database,conducts an analysis of 444 key technologies crucial to the dual-carbon strategy.The results indicate that globally,carbon-reduction technologies are the most prominent research focus,accounting for approximately 69%of all clean-energy technologies,while zero-carbon and negative-carbon technologies together make up 31%.Among these dual-carbon technologies,33%are at the conceptual stage,31%are in the demonstration phase,and 36%are mature.In terms of Technology Readiness Levels(TRL),carbon-reduction technologies are the most advanced,negative-carbon technologies are the least mature,and zero-carbon technologies are in an intermediate position.To tackle this situation,the study proposes the creation of a multi-tiered incentive mechanism that is congruent with technological maturity.This mechanism aims to resolve the information asymmetry between the incentivizing entities and innovators,thereby strengthening the role of technological innovation in bolstering the dual-carbon strategy.
