摘　　要：随着人口老龄化问题的加剧,社区层面的养老服务创新成为社会治理的重要课题。基于制度性集体行动(ICA)理论,以G市KM社区的时间银行代际互助养老模式为案例,探讨时间银行在应对老龄化社会服务供需矛盾中的实践路径与协作机制,分析时间银行模式的构建逻辑、行动困境及ICA的解决机制。研究表明,时间银行模式通过自组织、嵌入式、契约式和授权式四种机制优化行动者网络,提升了资源配置效率和社区凝聚力。其成功经验不仅为资源有限的城市社区提供了实践借鉴,也为跨区域协作中代际互助养老模式的推广提供了理论支持。With the intensification of population aging,innovation in community-based elderly care services has become a critical issue in social governance.Based on the Institutional Collective Action(ICA)theory,this study examines the Time Bank model for intergenerational mutual-assistance elderly care in KM Community,G City,to explore its practical pathways and collaborative mechanisms in addressing the supply-demand imbalance in elderly care services.The study analyzes the structural logic,operational challenges,and ICA-based resolution mechanisms of the Time Bank model.Findings indicate that the Time Bank enhances actor networks through four mechanisms—self-organized,embedded,contractual,and authorized models—thereby improving resource allocation efficiency and community cohesion.The successful implementation of this model not only provides practical insights for resource-constrained urban communities but also offers theoretical support for promoting interregional cooperation in intergenerational mutual-assistance elderly care.
