越南国家水资源规划背景下中越水资源合作研究

摘　　要：2022年12月,越南政府批准了《2021~2030年国家水资源总体规划和2050年愿景》(简称《规划》),这是越南首次在水资源领域制定的国家级规划。为了加快推动中越水资源合作进程,梳理了《规划》制定的背景、目标和主要内容,并研究提出了中越水资源合作建议。结果表明:《规划》为越南国家流域水资源规划和中越水资源合作等方面提供了指导方向,建议加强顶层设计并深化中越水利双边合作,推进中越水资源基础设施互联互通,共同实施“澜湄兴水惠民计划”并加强水利民生项目合作,持续开展技术交流与人员培训,加强中越水资源领域公共参与和宣传等。The Vietnamese government approved a national master plan on water resources for the period of 2021 to 2030 in December 2022.This is the first time Vietnam has adopted a national level plan in water resources.In order to strengthen the China-Vietnam water resource cooperation,this paper analyzed the background,objectives and contents of the Plan and proposed the suggestions on the basis of the Plan.The results indicated that the Plan can provide a guiding direction in areas such as Vietnamese national water resources planning and trans-boundary water resources cooperation.The main recommendations include strengthening high-level political and policy leadership and deepening bilateral cooperation on water resources,promoting the China-Vietnam connectivity of water resources infrastructure,jointly implementing the Plan on Lancang-Mekong plan to revitalize water and benefit the people projects,continuously carrying out technical exchanges and talent training,and strengthening China-Vietnam public participation and publicity in the field of water resources.
