黑河中游流域水资源保护与利用现状及对策

摘　　要：为了提升黑河流域水资源节约集约利用水平,为该流域高质量发展提供理论依据,以黑河中游的甘肃省张掖市为研究实例,基于黑河中游流域水资源保护与利用的实际发展情况,梳理其现状,从自然条件、经济发展、配置体系、监管能力4个维度剖析水资源保护与利用面临的形势,并提出相应对策。结果表明:黑河中游流域存在资源性供需矛盾突出、地下水超采治理困难、水网建设与水安全保障不匹配、节水激励约束机制不完善等问题。从健全管理体系、建设数字水利、强化超采治理、优化水量配置、推进水价改革等方面提出了对策。To provide a theoretical basis for the high-quality development of Heihe River Basin and enhance the level of water resources conservation and intensive utilization,this study took Zhangye City in the middle reaches of Heihe River Basin as an example.Based on the actual conditions of water resources protection and utilization in the region,we analyzed the current status and challenges from natural conditions,economic development,allocation systems,and regulatory capabilities four dimensions.The results indicated that the middle reaches of Heihe River Basin face prominent issues such as supply-demand conflicts in water resources,difficulties in groundwater over-extraction management,mismatches between water network construction and water security,and incomplete incentive-constraint mechanisms for water conservation.Countermeasures were proposed,including improving management systems,advancing digital water governance,strengthening over-extraction control,optimizing water allocation,and promoting water pricing reforms.
