基层政协在发展全过程人民民主中的独特优势与效能转化

摘　　要：人民政协作为中国特色协商民主的重要政治形式和组织形式,是推进全过程人民民主的重要制度载体。市县两级政协作为专门的基层协商议事平台,具有组织机构健全、政治地位高、参政渠道畅通、委员界别来源广泛、密切联系群众等独特优势,在基层治理现代化中发挥着不可或缺的重要作用,同时也面临着党的领导制度体系有待完善、政协委员履职能力有限、民主监督职能较为薄弱、协商成果难以有效落实等现实难题。将基层政协的制度优势切实转化为社会治理效能,应从加强党对基层政协工作的全面领导、优化基层政协组织机构设置、提升基层政协委员履职能力、强化基层政协民主监督职能、健全协商成果落实反馈机制、推进基层数字政协建设等方面多措并举,充分发挥其在推动全过程人民民主落地生根过程中的重要作用。As a key political and organizational form of consultative democracy with Chinese characteristics,the Chinese People’s Political Consultative Conference(CPPCC)is an important institutional vehicle for advancing the whole-process people’s democracy.The CPPCC at municipal and county-level,as the specialized grassroots platform,possesses unique advantages such as sound organizational structure,high political position,unimpeded political participation channel,broad social sectors of the members,and close ties with the masses.While indispensable in grassroots governance modernization,it also faces some challenges,for example,the party leadership system needs to be completed,the competency of the members is limited,the function of democratic supervision is weak,and the implementation of consultative outcome is ineffective.In order to transform the institutional advantage into the social governance efficacy,it is necessary to adopt various measures in the following aspects:strengthening the party leadership in the overall work of the grassroots CPPCC;optimizing the organizational setup of the grassroots CPPCC;enhancing the members’competencies;reinforcing the function of democratic supervision;improving the feedback mechanism for implementing the consultative outcome;and advancing the digital construction of the grassroots CPPCC.Thus,it is possible to fully give play to its important function of promoting the whole-process people’s democracy in practice.
