黄河流域生态文明建设的经验与启示

摘　　要：黄河流域生态文明建设,是事关中华民族伟大复兴的战略举措。党的十八大以来,党领导黄河流域生态文明建设积累了丰富的理论与实践经验。首先,黄河流域是国家赖以生存发展的重要生态屏障和经济建设地带,开展黄河流域生态文明建设研究具有显著的生态经济社会效益。其次,在推动黄河流域生态文明建设的实践中,要深刻理解、准确把握习近平总书记关于“黄河流域生态文明建设”“确保黄河安澜”“粮食安全”“黄河滩区迁建”等重要论述的要义和精髓。这是事关沿岸群众生命安全、生产安全的底线任务,也是推动黄河流域生态文明建设的前提和基础。再次,黄河流域生态文明建设必须坚守底线思维,严守流域生态保护红线,把流域大保护作为关键任务,一体化协同推进黄河流域上中下游山、水、林、湖、田、草、沙等相关自然生态要素的修复、保护和治理,守好黄河流域生态文明建设的底线,用好底线思维。最后,就山东而言,要深刻领会黄河流域生态文明建设对山东高质量发展的历史机遇,从生态系统保护修复、水资源综合高效利用、防灾减灾能力建设、环境污染综合治理、绿色低碳发展、黄河文化传承等层面采取有效措施,为开展黄河流域生态文明建设、打造黄河流域自然生态保护暨高质量发展先行示范区做出应有贡献。The ecological civilization construction in the Yellow River Basin is a strategic initiative related to the great rejuvenation of the Chinese nation.Since the 18th national congress of the CPC,the party’s leadership in this endeavor has accumulated rich theoretical and practical experiences.Firstly,the Yellow River Basin serves as a crucial ecological barrier and economic zone for national survival and development,and the research on its ecological civilization construction is highly significant for the ecological,economic,and social benefits.Secondly,in practice,it is essential to deeply understand and accurately grasp the essence of the general secretary Xi Jinping’s important discourses on“ecological civilization construction in the Yellow River Basin”,“ensuring the safety of the Yellow River”,“food security”,and“relocation in the Yellow River floodplain”.These are baseline tasks for the safety of lives and production along the river and the foundation for advancing the ecological civilization construction.Thirdly,in the process of ecological civilization construction in the Yellow River Basin,we should adhere to a bottom-line mindset,strictly maintain the red line of ecological protection,regard the conservation of the basin as the major task,and holistically restore,protect,and manage the natural elements such as mountain,river,forest,lake,farmland,grassland,and desert in the upper,middle,and lower reaches of the Yellow River Basin.Finally,for Shandong province,we should deeply understand and seize the historical opportunity for high-quality development through the ecological civilization construction in the Yellow River Basin,and take effective measures in the aspects such as the ecosystem protection and restoration,comprehensive and efficient water resource utilization,disaster prevention and mitigation,environmental pollution control,green and low-carbon development,and the inheritance of Yellow River culture.Thus,we can make contribution to the ecological civilization construction,and
