摘  要:以党内法规保障生态安全符合党中央政策精神的部署要求、党章党规的制度导向,贴合维护总体国家安全、满足人民群众美好生活需要、应对国内外风险挑战等现实需求,契合党内法规有利于精准调控领导干部“关键少数”、强化先行约束及发挥溢出效应等制度优势。现阶段,生态安全党内法规保障方面还存在专门党内法规缺位、条文抽象模糊、执行力偏弱、追责问责不力等问题,应通过顶层设计与地方探索的协同推进、新规制定与旧规优化的双轨并行,以及实施评价与精准问责的有机结合等系统性方案,推动党内法规对生态安全的高质量保障。Ensuring ecological security through intra-party rules and regulations is in line with deployment requirements of the Party Central Committee’s policy spirit,the system orientation of the Party Constitution and intra-party rules and regulations,and the practical needs of maintaining national security,meeting the needs of the people for a better life,coping with domestic and foreign risks and challenges,and intra-party rules and regulations are conducive to the precise regulation of“the vital few”,strengthening pre-emptive constraints and giving play to the institutional advantages of spillover effects.At this stage,there are still problems in the guarantee of ecological safety intra-party rules and regulations,such as the absence of special intra-party rules and regulations,abstract and vague provisions,weak enforcement,lack of accountability,etc.Systemic solutions should be adopted through the coordinated promotion of top-level design and local exploration,the dual track of the formulation of new regulations and the optimization of old regulations,and the organic combination of implementation evaluation and precise accountability.
