摘　　要：当前,我国城市基础设施安全运行面临严峻挑战,风险易发多发,亟需采取有效措施提升城市安全韧性。构建城市生命线数字化标准体系,发挥标准引领作用,是推进城市生命线工程建设的关键。本研究综合运用系统论、控制论、模块化理论的方法,基于城市生命线数字化相关政策、实践经验和标准化成果,结合标准化建设需求,构建了包含基础通用、智能感知、数据融通、系统平台、应用场景、安全与运维6个子体系的城市生命线数字化标准体系,并从工作机制、标准研制、宣贯实施、人才智库、国际交流等方面提出具体建议。为城市生命线数字化提供了技术支撑与制度保障,对提升城市安全水平、推动城市管理和服务的智能化升级具有重要意义。Nowadays,the safe operation of China's urban infrastructure is facing severe challenges.As risks tend tend to occur frequently,effective measures are urgently needed to enhance the resilience of urban security.Constructing a digital standard system of urban lifeline and letting standards play a leading role is the key to promoting the construction of urban lifeline projects.This research comprehensively applies the methods of systems theory,cybernetics,and modular theory.Based on the policies,practical experience,and standardization achievements related to the digitalization of urban lifeline,it constructed a digital standard system for urban lifeline,which meets standardization construction need.The standard system consists of six subsystems:basic general standard,intelligent perception,data integration,system platform,application scenarios,and safety and maintenance.This research puts forward specific suggestions in working mechanisms,standard development,publicity,implementation,talent reserve,and international exchanges,and provides scientific basis and practical guidance for the digitization of urban lifeline.It is of great significance for improving the urban safety level and promoting the intelligent upgrading of urban management and services.
