摘  要:钢铁是工业温室气体排放的最主要行业,推进工业产品碳足迹管理体系建设是我国实现“双碳”目标的重要途径,是应对碳壁垒的重要策略。目前,我国钢铁行业虽已初步建立了碳足迹管理体系,但仍然面临三大难题:一是碳计量监测数据质量低,核算结果偏差大;二是因子库建设支撑不足,数据来源“九龙治水”;三是碳足迹标准体系不健全,标准互认存在短板,导致钢铁产品碳足迹因子库不能国际互认,全行业承压。研究认为:应该依托国家碳计量中心等研究机构,建立钢铁工业碳计量体系;基于碳计量体系数据,构建产品碳足迹因子库;建立产品碳足迹标准体系,加快实现互认,掌握竞争主动权。Steel is the main industry of industrial greenhouse gas emissions,and promoting the construction of industrial products carbon footprint management system is an important way to achieve the"double carbon"goal,and an important strategy to deal with carbon barriers.At present,although the carbon footprint management system has been established,the iron and steel industry of our country still faces three problems:first,the quality of carbon measurement and monitoring data is low,and the deviation of accounting results is large;Second,the factor library construction support is insufficient,the data source"the nine dragon controls the water";Third,the carbon footprint standard system is not perfect,and there are shortcomings in international mutual recognition,leading to the steel product carbon footprint factor pool cannot be recognized internationally,and the whole industry is under pressure.It is concluded that the carbon measurement system of steel industry should be established based on the national carbon measurement center;Constructing product carbon footprint factor library based on carbon measurement system data;To establish product carbon footprint standard system,speed up international mutual recognition and master the initiative of international carbon tariff competition.
