摘　　要：冷战至数字时代的七十年间,美国舆论控制策略历经技术赋权与霸权逻辑的双重驱动,形成“制度性权力-技术性权力-文化性权力”三维叠加的控制体系。研究显示,美国通过构建“三位一体”作战体系,将传统媒体时代的“议程设置”与新媒体时代的算法操控相结合,实现从短波广播到社交媒体平台的认知域战略转型,推行“算法导向传播结构”。在全球数字传播格局演变中,中国面临技术透明度、传播效率与传播公平性等方面的挑战。面对暂时性的“西强东弱”的传播格局,中国探索出“技术突围-文明互鉴-制度创新”三位一体的反制范式,通过多种手段推动全球传播秩序向多极化演进,最终实现从防御型话语体系向引领型文明叙事的战略转型。研究为新媒体时代提升国家文化软实力、构建中国主流舆论新格局提供了理论支撑与实践路径.In the 70 years from the Cold War to the digital age,the American public opinion control strategy has undergone the dual drive of technological empowerment and hegemonic logic,forming a three-dimensional superimposed control system of"institutional power,technical power and cultural power".The research shows that by constructing a"trinity"combat system,the United States combines the"agenda setting"in the traditional media era with the algorithm manipulation in the new media era,realizes the strategic transformation of cognitive domain from short-wave broadcasting to social media platforms,and implements the"algorithm oriented communication structure".In the evolution of the global digital communication pattern,China faces challenges in technical transparency,communication efficiency and communication fairness.Faced with the temporary communication pattern of"strong in the west and weak in the east",China has explored a three-pronged countermeasures paradigm of"technological breakthrough-mutual learning of civilizations-institutional innovation",promoted the evolution of the global communication order to multi-polarization through various means,and finally realized the strategic transformation from a defensive discourse system to a leading civilization narrative.The research provides theoretical support and practical path for promoting national cultural soft power in the new media era and constructing a new pattern of mainstream public opinion in China.
