中国与印度“全球南方”政策的比较及启示

摘　　要：中国与印度同属“全球南方”重要成员,两国的“全球南方”政策既有共性也有差异。双方基于相同的历史逻辑和政治底色看待“全球南方”的崛起,始终走在“全球南方”第一方阵,且与“全球南方”发展振兴齐头并进、价值取向同频共振。然而,中印两国的“全球南方”政策也在角色定位、目标导向、利益诉求、主要举措、预期目标及舆论导向等方面存在显著差异,本质上仍是认知和理念的差异。未来,双方应立足于与“全球南方”的历史逻辑和现实联系,聚焦发展及各自国内现代化建设的关键时期,借助“全球南方”卓然壮大之势与“喀山会晤”重启关系再出发的叠加效应,通过“议会外交”“侨民外交”等新途径,携手“全球南方”国家在全球治理新疆域深化务实合作,进一步加强“全球南方”的团结叙事。这不仅是中印两国求同存异、相互成就的必要之举,也为推动“全球南方”与“全球北方”的平等对话创造更多有利条件。China and India are both important members of the Global South,and policies of the Global South between the two countries have both similarities and differences.Based on the same historical logic and political background,the two sides view the rise of the Global South,always walk in the first echelon of the Global South,and keep pace with the development and revitalization of the Global South,and resonate with the same value orientation.However,the Global South policies of China and India have significant differences in role positioning,goal orientation,interest demands,policy measures,expected goals and public opinion orientation,essentially having their differences in cognition and concepts.In the future,the two sides should focus on the historical logic and reality of the Global South,focus on the key period of development and domestic modernization,and take advantage of the superposition effect of the outstanding growth of the Global South and the restart of relations at the Kazan Meeting.Through new channels such as parliamentary diplomacy and diaspora diplomacy,the two sides will work with the Global South countries to deepen cooperation in the new frontier of global governance and further strengthen the unity narrative of the Global South.This is a necessary move for China and India to seek a common ground while reserving differences and achieve mutual success,and creates more favorable conditions for promoting equal dialogue between the Global South and the Global North.
