摘　　要：新时代中国提出的“蓝色伙伴关系”具有重要的理论意义与战略价值。结合既有的世界转型理论,海洋国际关系的权力转移、海洋战略价值的问题转移以及海洋合作战略的范式转移,形成了对蓝色伙伴关系的理论解释。基于世界与中国对蓝色伙伴关系的实践与表达,蓝色伙伴关系理应在国家海洋事业的可持续发展、新型伙伴关系的领域性探索、全球海洋治理的创新型引领、海洋命运共同体的时代构建等层面形成相应的战略目标,遵循兼顾竞争的合作取向、兼顾安全的发展取向、兼顾规范的制度取向、兼顾多边的双边取向、兼顾民间的政府取向、兼顾未来的现实取向的战略原则,并在海洋的本体性价值、载体性价值和观念性价值等维度形成相应的战略内容,从而实现从“政策表达”到“战略理念”的发展。The“Blue Partnership”proposed by China in the new era has an important theoretical significance and strategic value.By combining existing theories of global transformation,the power-shift in maritime international relations,the problem-shift in maritime strategic value,and the paradigm-shift in maritime cooperation strategy(especially the development from alliance relationships to traditional and new type of partnerships),a theoretical explanation of the blue partnerships has been formed.Based on the practice and expression of the blue partnership,the concept should form corresponding strategic goals in the sustainable development of the national maritime industry,the specificity exploration of new type of partnership,the innovative leadership of global ocean governance,and the construction of a maritime community with a shared future.It should follow the strategic principles of cooperation orientation that takes into account competition,development orientation that takes into account security,institutional orientation that takes into account norms,bilateral orientation that takes into account multilateralism,government orientation that takes into account civil society,and reality orientation that takes into account future.It should form corresponding strategic content in the dimensions of the intrinsic value,carrier value,and conceptual value of the ocean,so as to achieve the development from“policy expression”to“strategic concept”.
