城市“体检—更新”一体化下合肥周谷堆片区城市更新模式实践探索  

Practice and Exploration of Urban Renewal Mode in Zhougudui Area of Hefei Under the Integration of Urban"Physical Examination-renewal"

摘　　要：目前城市体检工作制度机制和编制方法已逐步成熟,城市更新规划体系也逐步搭建,但城市体检与城市更新紧密衔接的闭环工作路径尚在探索中。文章在梳理城市体检和城市更新的制度机制、试点经验的基础上,总结了两者在决策模式、制度设计和内容体系三个方面的技术差异与衔接难点,并结合泰安实践,提出体检更新共享工作界面、实施导向的衔接技术方法、体检更新动态衔接制度三个应对策略,建立一套从体检到更新的精细化、动态化转化路径,以期为城市体检、城市更新专项规划的高质量编制和城市更新工作的可持续开展提供参考和借鉴。At present,the system mechanism and compilation methods of urban physical examination work have gradually matured,and the urban renewal planning system has also been gradually established,but the closed-loop working path that closely connects urban physical examination and urban renewal is still being explored.On the basis of sorting out the system mechanism and pilot experience of urban physical examination and urban renewal,this paper summarizes the technical differences and connection difficulties in the three aspects of decision-making mode,system design and content system.And combined with the practice in Tai'an,it proposes three coping strategies of physical examination update sharing work interface,implementation oriented cohesion technology method,and dynamic convergence system of physical examination update,and establishes a set of refined and dynamic transformation path from medical examination to updates,in order to provide reference and inspiration for the high-quality preparation of urban medical examination and urban renewal special plans,as well as the sustainable development of urban renewal work.
