摘　　要：“双碳”目标的提出不仅是应对全球气候治理的需求,更是推动我国经济转型升级和实现生态可持续发展的重要保障。为了有效推动“双碳”目标的实现,我国积极推进构建适合本国国情的蓝碳金融体系,取得了较为显著的成果。但是蓝碳金融体系的构建并不是一蹴而就的,无论是在规章制度、市场基础,还是在交易能力等方面,我国蓝碳金融体系都或多或少地存在有待完善的地方。对此,应健全蓝碳资源产权制度,完善蓝碳市场交易和监管机制,深化蓝碳市场金融化程度,促进蓝碳金融产品创新,注重蓝碳金融专业人才培养,构建蓝碳金融社会化参与机制,从而推动“双碳”目标的实现,为建设美丽中国、构建人类命运共同体提供积极助力。The proposal of the""dual carbon"goal is not only a response to the needs of global climate gov-ernance,but also an important guarantee for promoting China's economic transformation and upgrading and realizing ecologically sustainable development.In order to effectively promote the realization of the""dual carbon"goal,China is actively promoting the construction of a blue carbon financial system that suits its na-tional conditions.However,there are many obstacles to the construction of China's blue carbon financial system.In this regard,China should clarify the property rights system of blue carbon resources,and improve the blue carbon market trading and regulatory mechanism.At the same time,China should also deepen the degree of financialization of the blue carbon market,and promote the innovation of blue carbon financial products.In addition,China needs to focus on the training of blue carbon financial professionals,and strengthen the popularization of blue carbon science to enhance the enthusiasm of the general public to par-ticipate in the blue carbon cause,so as to promote the realization of the"dual carbon"goal.
