中国公共服务领域定价机制探析及优化建议

摘　　要：当前,中国公共服务价格管理体系亟待优化与改革。一方面,政府定价与市场调节价并存,另一方面,调整机制尚不完善,价格透明度不足,削弱了公共服务的公平性与可及性,制约了公共服务的质量和效率提升。以政府为主导的定价模式缺乏灵活性与透明度,难以迅速适应市场波动及需求变化;市场调节在公共服务范畴内应用有限,竞争与创新动力不足,致使服务质量与效率提升受阻;价格调整频次低、幅度不合理且程序不透明,致使价格与成本、需求与市场变动脱节,影响了价格的合理性与公平性。为优化公共服务价格,政府、市场及社会必须协同发力,通过建立健全公共服务价格法律法规、完善价格调整机制、拓宽群众参与渠道、加大价格监管力度、推动价格与服务质量同步提升,实现公共服务公平公正。At present,the management system of China’s public service needs to be optimized and reformed.On the one hand,government pricing and market regulation coexist.On the other hand,the adjustment mechanism is not yet perfect and the transparency of prices is insufficient,which weakens the fairness and accessibility of public services and restricts the improvement of the quality and efficiency of public services.The government-led pricing model lacks flexibility and transparency,which makes it difficult to quickly adapt to market fluctuations and chang-es in demand.The limited application of market regulation in the field of public services and insufficient competi-tion and innovation drive have hindered the improvement of service quality and efficiency;The low frequency of price adjustments,unreasonable magnitude and untransparent procedure result in the disconnection between price and cost,as well as demand and market changes,which affects the rationality and fairness of price.In order to opti-mize the price of public service,the government,the market and society must work together to achieve fairness and justice in public services by establishing sound laws and regulations on public service prices,improving price ad-justment mechanisms,broadening channels for public participation,intensifying price supervision,and promoting simultaneous improvement of prices and service quality.
