数字服务贸易高质量发展水平测度、国际比较及影响因素研究

摘　　要：新兴数字技术推动产业变革与贸易转型,数字服务贸易正成为国际贸易竞争新领域。以高质量发展为主题,基于新发展理念构建数字服务贸易高质量发展评价体系,对2010—2021年中国数字服务贸易发展高质量发展水平进行测度与国际比较,并进一步探讨数字服务贸易高质量发展的影响因素。结果表明:2010年以来,中国数字服务贸易发展迅速,综合排名由第19位升至第4位,创新、协调与绿色发展显现较大优势,但开放、共享发展水平与发达国家存在一定差距。经济发展水平、数字化水平、服务贸易进口、网络基础设施水平与通信基础设施水平对数字服务贸易高质量发展具有显著影响,但在发达国家与发展中国家间存在异质性。基于此,从新发展理念的5个方面提出相应对策建议,助推中国数字服务贸易高质量发展。Emerging digital technologies promote industrial transformation and trade transformation,and digital ser-vice trade is becoming a new field of international trade competition.This paper focuses on high-quality develop-ment and constructs an evaluation system for the high-quality development of digital service trade based on the new development philosophy,measures and compares the high-quality development level of China’s digital ser-vice trade from 2010 to 2021,and further discusses the influential factors of high-quality development of digital service trade.The results show that since 2010,China’s digital service trade has developed rapidly,with its com-prehensive ranking rising from 19th to 4th,showing great advantages in innovation,coordination and green devel-opment,but there is still a certain gap between the level of openness and shared development and that of developed countries.The level of economic development,digitalization,service trade imports,network infrastructure,and communication infrastructure have a significant impact on the high-quality development of digital service trade,but there is heterogeneity between developed and developing countries.Based on this,this paper puts forward cor-responding countermeasures and suggestions from five aspects of the new development philosophy to promote the high-quality development of China’s digital service trade.
