土地财政、环境规制与产业结构升级——基于252个城市数据的空间计量分析

摘　　要：推动产业结构转型升级对实现高质量发展具有重要意义。文章采用2003-2021年全国252个城市的面板数据,运用空间计量方法,分析土地财政、环境规制以及二者的交互作用对产业结构升级的影响。研究发现:“以地引资”和“以地生财”模式的土地财政抑制了地区产业结构升级,而环境规制能够促进地区产业结构升级,并且环境规制水平的上升会削弱土地财政对产业结构升级的抑制效应。异质性分析表明,东部地区土地财政对产业结构升级的抑制作用高于中西部地区;东部地区的环境规制有助于促进产业结构升级,中西部地区则相反。进一步分析发现,土地财政、环境规制以及二者的交互作用对制造业内部升级的影响超过它们对跨产业升级的影响。最后,从推动地方政府土地财政转型、完善地方环境规制、协调好土地和环境政策三方面提出了相应政策建议,以促进地区产业结构升级。Promoting the transformation and upgrading of industrial structure is of great significance to achieving high-quality development.Based on the panel data of 252 cities in China from 2003 to 2021,this paper analyzes the impact of land finance,environmental regulation and their interaction on the upgrading of industrial structure by using the spatial econometric method.The results show that the land finance model of“attracting investment by land”and“generating wealth by land”inhibits the upgrading of regional industrial structure,while environmental regulation can promote the upgrading of regional industrial structure,and the increase in environmental regulation level will weaken the inhibitory effect of land finance on industrial structure upgrading.Heterogeneity analysis shows that the inhibitory effect of land finance on industrial structure upgrading in eastern China is higher than that in central and western China.Environmental regulation in eastern China is conducive to the upgrading of industrial structure,while it is the opposite in central and western China.Further analysis shows that the impact of land finance,environmental regulation and their interaction on the internal upgrading of the manufacturing industry is greater than their impact on the cross-industry upgrading.Finally,the paper puts forward corresponding suggestions to promote the upgrading of regional industrial structure from three aspects:promoting the transformation of local government land finance,improving local environmental regulations,and coordinating land and environmental policies.
