东北老工业基地人才链、创新链与产业链融合测度研究

摘　　要：人才链、创新链与产业链的协同发展是破解科技成果转化难题、培育新经济增长点、实现东北老工业基地振兴的关键因素。经研究发现,黑龙江省的产业链和创新链协同作用逐步增强,而人才链的疲软自2014年后成为瓶颈;吉林省的产业链和创新链呈现稳步提升的态势,但人才链发展较缓慢;辽宁省创新链快速增长,成为经济发展的核心引擎,人才链的提升为创新提供支持,但产业链优化速度较慢。从整体来看,辽宁省“三链”协同发展领先,黑龙江省紧随其后,吉林省滞后。优化人才培养与引进政策、完善创新链整合机制以及健全产业链整合机制,是促进东北老工业基地人才链、创新链和产业链协同发展的根本路径。The coordinated development of the talent chain,innovation chain,and industrial chain is a key factor in overcoming challenges in the transformation of scientific and technological achievements,fostering new economic growth points,and revitalizing the old industrial base in Northeast China.Research has shown that in Heilongjiang Province,the synergy between the industrial chain and innovation chain has gradually strengthened,but a weak talent chain has become a bottleneck since 2014.In Jilin Province,both the industrial and innovation chains have steadily improved,yet talent chain development remains relatively weak.In Liaoning Province,the innovation chain has grown rapidly,serving as a core engine for economic development,while improvements in the talent chain have supported innovation;however,the optimization of the industrial chain has lagged behind.Overall,Liaoning Province leads in the coordinated development of the“three chains,”followed by Heilongjiang Province,while Jilin Province lags behind.Based on this analysis,policy recommendations are proposed to promote the synergy of the talent chain,innovation chain,and industrial chain in Northeast China by optimizing talent cultivation and recruitment policies,improving innovation chain integration mechanisms,and enhancing industrial chain integration mechanisms.
